The Core Difference
IELTS (International English Language Testing System) was developed by the British Council, IDP and Cambridge, and follows British English conventions. TOEFL iBT (Test of English as a Foreign Language) was developed by ETS and follows American academic English. Almost every other difference between the two tests follows from that starting point — the accents you hear, the register of the reading passages, and the way the Speaking section is delivered.
If you are applying in the UAE and genuinely have no preference, IELTS is the safer default: it is accepted for university admission, for professional and healthcare licensing, and for UK, Canadian and Australian immigration, whereas TOEFL is not accepted for UK visas.
