Conditions and criteria for admission for high school graduates for the current year to study for a bachelor’s degree

In its quest to advance education and help young cadres who seek and dream of completing their educational journey outside the country in international universities, the United Arab Emirates has created an integrated program for applying to the university stage.

Application Procedures Dates:

All current year high school students must apply only through the NAPO registration system and not through the link designated for other categories of applicants.

Section One : (General Conditions):

The following general conditions must be met by the applicant for an external scholarship:

  1. To be a citizen of the United Arab Emirates (holder of an Emirati passport and a family book).
  2. Not to have received a full scholarship or grant from any of the institutions or scholarship bodies inside or outside the country.
  3. To be of good conduct and behaviour, as certified by the relevant authorities accredited in the country.
  4. To have obtained direct academic acceptance, unconditional and without other requirements, in a specialization, institution and country specified for the scholarship by the Ministry, stating the start and end dates of the study and the total cost of the study. The academic acceptance letters below will not be considered:
    • Letters of acceptance to study a major and/or university not included in the Ministry’s approved list (the list is updated annually in October of each year. Accordingly, the list must be reviewed during the desired study season, or the applicant must search for the majors and universities that are highest in the classification and at the top of the list in the event of prior planning)
    • Academic acceptance letters including training period
    • Academic acceptance letters including English language study
    • Academic acceptance letters that include a preparatory program before studying the desired degree, for example Pre Master
    • Academic acceptance letters including an additional academic year for Master’s studies (in the case of applicants for Bachelor’s studies).
    • Academic acceptance letters that do not include the exact specialization (the exact specialization and the program link are required from the website of the university you wish to study at to clarify the specialization if it is not mentioned in the acceptance letter)
  5. The following conditions must apply to the higher education institution to which admission is provided*:
    • To be among the top 50 universities in the desired specialization according to the lists approved by the Ministry. To be among the top 200 universities in the desired specialization and to be among the top 200 universities in the general classification according to the lists approved by the Ministry in all countries of scholarship except America and Australia.
    • To be among the top 100 universities in the specialty to be studied and to be among the top 100 universities in the general classification according to the lists approved by the Ministry in both America and Australia.
    • And to be in one of the countries specified for the scholarship.

The following are exempted from the above classification conditions:

    • Berklee College of Music in the United States of America to study music programs.
    • Istituto Marangoni Milano in Italy to study Arts and Design programs.
  1. The previous qualification must be equated/certified by the Ministry.
  2. To adhere to the required period of study outside the country, in a manner that does not conflict with the certificate equivalency system.
  3. To be medically fit according to a certificate from the relevant authorities accredited in the country (the medical examination form is available in the application form and can be approved by any government hospital/medical center within the country).
  4. To pass the personal interview as an important part of the admission procedures.
  5. To provide a certificate of exemption/postponement/termination from national service for male students.
  6. To sign a declaration of commitment to the Scholarships and Study Aid Law and its executive regulations and any other relevant declarations specified by the Ministry as part of the scholarship requirements after obtaining final approval.
  7. The student shall not be sent on a scholarship for the same academic degree he has previously completed or for a lower academic degree than the one he has completed, whether at the expense of the Ministry or another entity or at the expense of the student.
  8. A student who was previously sent on a scholarship at the expense of the Ministry or another party and whose scholarship was cancelled for any reason shall not be sent on a scholarship.

Section Two: ( Additional conditions for undergraduate students):

The following conditions must be met by current high school students applying for an external scholarship for university studies :

  1. To meet the general conditions for scholarship (Part One).
  2. Obtaining a high school diploma or its equivalent, according to the following conditions:*

Students who have passed the Emirates Standardized Test ( Emsat Achieve ) in Mathematics and Physics with a score of 1500 or above may be exempted from the high school percentage requirements mentioned in the table above.

  1. Obtaining the required score in the Emirates Standardized Test (EmSAT Achieve) subjects according to the specialization to be studied, as shown in the table below:

  1. The applicant for studying arts specializations must pass the assessment based on an audition and/or a portfolio.
  2. To have obtained the required score in one of the language exams that qualifies him to study the degree and specialization required academically from one of the higher education institutions designated for scholarship by the Ministry, provided that it is not less than:

  1. The study must be full-time in the country of study.
  2. The guardian’s approval must be obtained (the guardian’s approval form is available in the application form to be attached after it is approved by the guardian)

Section Three: (Required Documents):

General documents for all applicants:

Copies of documents as follows:

  • Valid passport (including the last page of the passport with the unified number).
  • Complete record summary.
  • Emirates ID card.
  • Direct academic acceptance, unconditional and without other requirements, in a specific specialization, institution and country for the scholarship by the Ministry, specifying the start and end dates of the study and the total cost of the study.
  • Previous academic qualification and equivalency of previous qualification issued by the Ministry of Education and official transcript of grades.
  • One of the language certificates according to the required grades.
  • An explanatory letter about the applicant’s activities, studies or work during the period from obtaining the previous academic qualification until the time of submitting the scholarship application.
  • Medical examination certificate (the medical examination form is available in the application form and can be approved by any government hospital/medical center within the country).
  • Certificate of good conduct.
  • Certificate of determining the status of national service for male students.
  • A certificate from a bank within the country in the student’s name, stating the international bank account number after obtaining final approval.
  • Certificate of community participation (e.g. volunteer work, initiatives, etc.), if any.

For high school students (in addition to general documents):

    • Revealing grades for the tenth, eleventh and twelfth grades.
    • EmSAT Achieve score in the required subjects.
    • Parental consent.
    • Up-to-date CV.

Section Four: (Elite Mission Students):

  1. The applicant for an external mission will be classified in the elite mission category if the following criteria apply:
    • The applicant must have obtained direct academic acceptance, unconditional and without other requirements, in a specialization, institution and country specified for the scholarship by the Ministry.
    • The higher education institution providing admission must be ranked among the top 20 universities in the specialty to be studied, according to the lists approved by the Ministry.
  1. After submitting all requirements, students who meet the elite scholarship criteria mentioned in Clause (1) of this section may be exempted from the admission requirements in Clauses (4), (5), (6) and (7) mentioned in the second section for undergraduate studies.

Section Five: (Selection Process for Scholarship Students)

The following criteria are taken into consideration when selecting scholarship recipients :

  1. Limited scholarship seats are available annually.
  2. The above conditions are the minimum eligibility requirements to apply for the scholarship. Fulfilling these conditions does not guarantee the selection of the applicant.
  3. Applicants are selected based on a differential process that takes into account many factors, including the applicant's previous academic results, the applicant's results in university entrance exams, the level of the university, the need for the specialization to be studied, and other factors.
  4. Applications for admission to the scholarship program must be submitted no later than the deadline specified on the Ministry of Education website. Applications submitted after the deadline and closing of registration will not be considered.
  5. The applicant is required to submit only one application during the registration period for the season.

Registration application for higher education institutions and foreign missions for current twelfth grade students

This service allows citizen students and children of female citizens registered in the twelfth grade/thirteenth year for the current year to apply for registration in higher education institutions included in the unified national registration system or foreign missions at the expense of the Ministry of Education.

(External missions are for national students only.)

  1. Click on the Start Service button.
  2. Fill in the correct options in the initial question list before starting the service.
  3. Choose the student category according to the categories mentioned on the page, making sure to choose the correct category.
  4. Register a new account or log in with your user account or via the digital ID (for citizen students and children of female citizens, it is necessary to register using the digital ID or using the ID data under the supervision of a guardian)
  5. Fill in all data and requirements such as:
    • Student data (all data related to passport, civil status extract and ID)
    • Address and contact (contact information through which the student can be contacted by phone or email)
    • School data (data of the school he studies at)
    • Health status (health status data in terms of whether the person is a person of determination or has medical conditions that require special services)
    • Choosing higher education institutions (the student is allowed to choose 3 educational institutions or foreign missions while filling out the electronic application for admission, adding the specialization for each institution in accordance with the academic track followed by the student of government schools (advanced track, general track, elite track, applied track) in addition to the curricula tracks followed in private schools.
  6. Attach the required documents
  7. Review and confirm data
  8. The student will receive an email containing the application number and steps to follow up on the application status.
  9. Your application will be reviewed by the Ministry's Student Registration Management Team.
  10. You can log in to your website periodically to follow up on the status of the application and complete the rest of the required procedures (according to the timetable shown in the image)

Important Notes:

In case of registering with the digital ID and changing the mobile phone number, please contact the Federal Authority for Identity and Citizenship to update the data.
If you register using your username and password, you must keep them in order to log back in later to obtain information about the request and to check the status.
  • The applicant must be a citizen of the twelfth grade and the children of citizen women for the academic year 2022/2023.
  • The student must still be in school (second grade of the academic year) during the registration period.
  • Fill in the required data.
  • Providing all required documents within the specified period for each semester of the academic year.
  • The student must take the Emirates Standardized Tests (EmSAT) according to the subjects specified by the higher education institution or the academic program he/she wishes to join before the final acceptance period.

A copy of the general documents required from all students:

  • Valid student ID card front and back
  • Valid passport including the unified number page
  • A recent, formal, colored personal photo.

Copy of additional documents by category:

National students category:

  • Record summary (includes the head of household page and the student page)

Category of students who are children of female citizens:

  • Mother's valid passport
  • Mother's record summary.
  • Mother's ID card, front and back, valid
  • Additional Documents: The student may be required to provide additional documents, for example: a copy of the marriage contract of the student’s mother to the student’s father or any other document with an old date to prove whether the student’s mother obtained the country’s citizenship before his birth.

A copy of the certificates and general academic documents (non-ministerial curriculum)

During the registration period

  • Certificates of the tenth and eleventh grades (according to each curriculum) certified by the relevant authorities
  • IELTS or TOEFL exam certificate, if available

During the final acceptance period

  • Certificate of completion of the Arabic language subject for Arabic speakers and the Islamic education subject for all Muslim students for private schools within the country for grades 10, 11, and 12

Students studying in private schools that follow the non-ministerial curriculum within the country:

  • 12th grade certificate certified by the educational authority
  • High school equivalency certificate (twelfth grade)

Students studying outside the country:

  • Final twelfth grade certificate certified by the Embassy of the United Arab Emirates
  • Equivalency of the twelfth grade certificate issued by the Ministry of Education of the United Arab Emirates

Students wishing to obtain an external scholarship:

Direct academic acceptance, unconditional and without other requirements, in a specific specialization, institution and country for the scholarship by the Ministry, specifying the start and end dates of the study and the total cost of the study.

Service duration:

Based on the approved and announced management agenda for each academic year.

  • To enroll in the first semester of the academic year following the student’s graduation from the twelfth grade : Applications are received annually from students who are still studying (twelfth grade) during the period from December – March.
  • Applications are reviewed periodically and then students are responded to according to the timetable for the registration and acceptance stages.

The registration and acceptance stage goes through three main stages :

Stage one:

  • Registration and application phase from December 8, 2021 to March 31, 2022
  • 1. Submit the application for admission within the specified dates announced on the Ministry of Education website.
  • 2. Ensure that the student’s choices for educational institutions are prioritized.
  • 3. Complete the required documents and data before the registration service deadline.
  • 4. Register for the Emirates Standardized Tests (Enjaz) for the twelfth grade during the specified dates.

Stage Two:

  • Conditional Early Admission Phase April to May 2022

(The student must confirm the early admission offer within the specified period, based on which the student’s file will be transferred for final admission.)

Stage Three:

  • Final acceptance stage
  • All student files are evaluated and reviewed according to the student’s fulfillment of the admission requirements and standards at each institution, and the institution must give the final offer of admission or not.
  • Private school students: Commitment to sending a certified copy of the final twelfth grade certificate and applying for an equivalency letter from the Ministry of Education.
  • Confirm the final acceptance decision to secure a study seat and communicate with the educational institution.
